The canal has never flooded at Luddenden Foot before. Where were the Canal and Rivers Trust? Nobody saw them or spoke to them for 3 days. Were the lock sluices open at Brearley and if so on whose authority?

Why did it flood (Tillotson Holme and Bowling Green), even though the Calder did not pass its previous highest recorded level?

Would reduced water consumption allow one or more reservoirs to be freed up for dedication to flood risk reduction?
